Generally, the Sabah Ports Authority functions as the landlord of all wharves servicing ships on a common-user basis and all warehouses godowns that serves as transit storage warehouses for goods before loading into the ships in respect of export cargo and before collection by consignees or their agents in the case of import cargo. All cargo handling and ship operations are entrusted to designated licensed Port Operators, who are authorized under the Sabah Ports (Privatisation) Enactment 1998. These operators are responsible for operations at ports declared under Section 3 of the Sabah Ports Authority Enactment 1981, ensuring a seamless and efficient flow of goods and services across Sabah’s ports.
