- To effectively plan, propose, implement and regulate state wide port policies that are supportive and congruent to the policies of the State Government;
- To regulate and monitor licensed port regulators in the attainment of privatization objectives;
- To ensure terms and contractual obligations of licensed operator are fulfilled, including provision of adequate facilities and efficient port services;
- To enhance port operator’s accountability via industry benchmarking and development of key performance indicators for port operation;
- To review & approve all port development plan;
- To ensure state owned assets are adequately safeguarded and maintained;
- To issue port operating license/ concession to operators;
- To regulate and issue private jetty license;
- To ensure that Port Tariff Rates are robust and commensurate to the level of port facilities and services provided;
- To promote the use of port, continuous improvement and growth in the port industry;
- To protect the interest of the State Government in its dealing with the Concession Company;
- To provide a forum for port users and public to raise their views or complaints in port related matter;
- To ensure all the ports in Sabah strive towards international industry standards, including operational, health, safety, security and environment protection;
- As Sabah’s coordinating agency for all relevant forum and activities related to port within the government agencies, other ports within Malaysia and international organizations.
